MY TILLER HAS 4 ROUTATING BLADES IN THE FRONT, THIA IA FOR SMALL GARDENERS, WHEN I TRY TO PULL THEE CORD TO START IT IS NOT CATSHING
Under the housing where the pull cord is found is a latch type item with what they cal daugs, when you pull the cord the daugs fly out and catch into slots which will loch to start the engine, try some WD40 spray lube to free the daugs if this dosn't do the job you may end up getting a new housing or starter assembly
