Try to uninstall and reinstall the drivers.
Be sure that the device is not connected to the computer until the software prompts you to plug it in

Printing won't work.

Good day sir/maam, hi, when you test print it usually prints letters and no lines are printed. try first if the printer is setup to economy/draft or pictures, if lines are faded, the ink cartridges maybe dirty. manual cleaning is needed, the ink path starts from the ink cartridge to the cradle or carrier then to paper. so any dried ink that blocks the path can affect the printout. you can use warm water to loosen dried ink. remove the cartridges and cradle from the printer as you clean them.

Cutting off lines and bottoms of letters

Try replacing the ink cartridge or putting tape on the cartridge where the ink comes out and rip it off so it doesnt block some of the printing.

Lowest part of every line won't print

Even though your cartridges are newish it sounds like some of the nozzles are blocked. If you go through the menus on your printer and hp driver on your machine and try to find something like a nozzle check (all inkjets have them) and see if the graph prints out perfectly. If there are any gaps (particularly at the bottom) then you have blocked nozzles. These can be fixed usually by running a few printhead cleans which can usually be found in the same menu as the nozzle check.

Tops of letters are cut off when printing.

This is usually caused by clogged or burned out printhead nozzels. You can try putting the unit through a couple cleaning cycles. If that does not help, then replace the cartridge with a new HP BRAND cartridge. Do not trust refilled or compatible cartridges in this case. The heating elements in the individual nozzels can burn out causing your type of problem. Let me know one way or the other Ed
