I HAVE A 1999 TOYOTA COROLLA AND EVERY TIME WE PUT THE KEYS IN TO START IT SOMETIMES THE KEY WORKS AND SOMETIMES THE KEY DOSE NOT WORK AND THESE ARE NEW KEYS.

Pull bulbs out and see if you have power when the key is on and its in reverse. If there is power your bulbs are shot. If not, check fuse. Still no power follow wire from back to front checking for power all the way with a test light.
If you have a push button key or remote try locking it then unlocking it. If that isn't applicable try using the key on all the locks on the outside of the car, do the same, lock then unlock all the locks including the trunk. How long did you leave the cables off the battery. And did you pull both cables off or just one? Security systems sometimes had circuits that ground out separately and had large capacitors capable of sustaining power along with the Safety Restraint System for a matter of minutes. Sometimes computers won't reset until after 20-30 minutes with no power. I am also assuming your issue is that the alarm is gong off and that you are not having a security light on the dash, with a no start issue, or an issue with the security code for the radio.
new key will not have the chip inside to turn the immobilier off you need to take the old key apart and there is a black chip inside next to the key part. and put this in the new key. they should of done a copy of the code for the new key when it was cut.

do you get into car, push key into ignition, then put seat belt on then turn key over???if you do it in this order should there still be a starting fault,could be a preheater going south....the car is fitted with automatic preheaters,they start work when you close the drivers door.(some toyota dealers dont know this)
If you put your foot on the brake, the tail lights and parking lights will still come on. Possibly your brake is sticking. Check to see if it is and if it is put WD40 for a quick fix. See a tech for them to fix your brake alignment. Good Luck!
it sounds like either your having a short at the starter or the ignition switch is bad, I am leaning towards the issue being the starter, usually when the ignition switch is going bad there will be no click,
