When you say "Accessing Windows 7" do you mean installing it? Because I am surprised that your board will work properly with Win 7.

"Memory Turbo Card must be installed with either DDR2 or DDR3"!

It is not DDR2 or DDR3, it is new memory technology developed by Intel which is a flash memory module which reduces the time it takes for a computer to power up, access programs, and write data to the hard drive.

you may have exceeded the resolution settings for you monitor
check the requirement before install a monitor to a new mother board.
Your display may be at 1600 X 1400 but the motherboard default setting may be at 1900X1080 there fore exceeding the displays criteria settings.

MSI x48c mobo keeps powering on and off. Won't post. No video signal. Video card and power supply and memory are all new and all work in other computers.

your motherboard is bad. Try the following before RMA'ng it.

1. Remove all the cards and memory.
2. Recheck your power supply connections
3. Remove, clean the thermal paste and reapply new
thermal paste (follow the manufacturer's directions)
4. Reseat the CPU.
5. Install one stick of ram
6. If the motherboard has an onboard video connect your monitor to it.
7. Try powering it up.

If that works, add the rest of the memory a stick at a time. If the system continues to power up, then install the Video card, and test again. Finally if everything is functional, chalk up the previous problems to bad karma. If the system fails to power up, and stay powered up after adding a component, then that is the faulty part.

Msi 865pe neo2-p (ms-6728)

well if thats so...theres only way and hope you can rebuild it...download from the official msi site www.msi.com.tw the bios properly for the board, make a bootable cd and under DOS mode try to rewrite it.
for now theres no bios in your board...
but I must say you...It is a huge chance that you did a severe damage to the board and may not be recovered..
however try the bios  like I said...
keep me up to date..I  worked a lot with MSI boards..I really want to know how you do it..
bye
