A good all round site for fone downloads is mobiles24.com they have loads of games but make sure you download a touchscreen game as the others might not work.

Java itself is already on the i9 and i68 phones. http://i68resources.blogspot.com/search/label/games has a link to an archive (rar format) of 25 games that work in the i68 and related i-clones. It also has instructions on how to install them.
The CECT i9 and i68+ have JAVA. Unfortunately, most of the free JAVA games out there, are designed for keypad input. You will have to look for specifically "touch screen" apps and games. And among those, not all of them will work. I am afraid it's going to be "trial and error" for a while.
As for HOW to load the JAVA apps and games on your CECT i9, here's how:
On your computer, with the i9 plugged in with the USB cable, drag the JAR or JAD files into the "RECEIVED" folder. After you're finished with everything you want to add, disconnect the i9. Touch your DOCUMENTS button, then "memory card," then "received," you will see your JAR/JAD files listed. Touch the file you want to install. The next screen, choose INSTALL. It will bring you back to the menu choices of "phone" or "memory card." Choose PHONE and select YES. It should give you a message when it has successfully installed. Then exit out to the main screen, touch the JAVA button. Select "Installed Java Software" and you should be able to use your newly installed JAVA apps and games.
I'm sorry to say that that guy is wrong because the CECT i9 does have java depending on who you purchase it from. If you want proof go on youtube and look at some videos of people actually downloading java games to their phone.
