Motherbaord may be bad, there came short out real easy. check to bio chips, thats the memory. The CPU could be the wrong size and or kind. the power box could be bad and mother board as well. you can get new boards on ebay cheep most come with a CPU, you can get the power box too. Get the numbers off them and put them in the web and you should find out what kind you have, if there are two or more memory chips make sure that are the same kind.

PC Upgrade for a biostar p4m90-m7a motherboard

Biostar Support > P4M90-M7A > Main Support page,

http://www.biostar-usa.com/mbdetails.asp?model=K8M80-M7A

Uses a Socket 754 processor socket.

How pray-tell are you using an Intel processor that uses an LGA 775 processor socket?

You aren't.
What is the motherboard manufacturer name, and model number?
Post back in a Comment.

However if we are to use the Biostar P4M90-M7A for an example;

Biostar main support page above;
Top right; small subheading -> Support
Click on the blue, (Purple?) subheading -> CPU Support

As for the motherboard in question that uses the Intel Pentium Dual Core E2200, find out what the motherboard chipset is, then you will know what CPU's are supported.

(You know now that the processor socket is an LGA 775)

ICH2 overheating message, what does it mean and how do I fix it?

ICH2 = Input/Output Controller Hub 2.
An Intel -> Southbridge chip.

Okay, ready for a lengthy read?

1) Chip and Chipset are slang terms for I.C.
Integrated Circuit,

http://en.wikipedia.org/wiki/Integrated_circuit

2) The part number on the ICH2 chip on the motherboard, is Intel 82801BA.

List of Intel chipsets for Pentium 4 processors;

Also the ones that are paired with an ICH2, for a Southbridge chip.

List of Southbridge chips, used for the Intel 8xx chipsets,

http://en.wikipedia.org/wiki/List_of_intel_chipsets#Southbridge_8xx_chipsets

What an Intel 82801BA (ICH2) chip looks like,

What is a Southbridge chip, and what does it do?

Primer:

The motherboard chipset is the Northbridge and Southbridge chips.

(For your motherboard's technology. Motherboards that support the Intel Core i3. i5. i7, and i9 processors, do not use a Northbridge chip)

The designations Northbridge and Southbridge, were applied to the two chips, due to their placing on the motherboard.

If you look at the motherboard as a map, the Processor is due North.
The Northbridge chip is always mounted close to the processor's socket.
Usually has a finned Heatsink sitting on it.

The Southbridge chip sits more South, or towards the bottom of the motherboard.

The Northbridge chip handles the faster capabilities of the computer.
Handles the Processor, Ram Memory, and HIGH-speed graphics.

Using a graphics card in a PCI slot, or using Integrated Graphics that is connected to the PCI Bus, is NOT high-speed graphics.

High-speed graphics is either AGP (Accelerated Graphics Port), or PCI-Express.

The Southbridge chip handles the slower capabilities of a computer.
Handles a graphics card inserted into a PCI slot, or Integrated Graphics connected to the PCI bus.

Also handles the;
A) IDE bus
B) SATA bus
C) USB bus
D) Ethernet
E) Audio (Sound)

Motherboard diagram,

http://en.wikipedia.org/wiki/File:Motherboard_diagram.svg

{Note* CPU stands for Central Processing Unit. Another term used is Microprocessor, or simply Processor for short.

This is why people cannot call a personal computer a CPU.
If you were looking at this diagram, you would be ALL mixed up.

"Computer connected to a Northbridge? But the Northbridge chip is on the motherboard, AND the motherboard is inside the computer? What are they talking about Martha?"

CPU = P-R-O-C-E-S-S-O-R }

The Asus Rampage III Extreme motherboard, DOES NOT use a wimpy Intel ICH2 southbridge chip, so I know this isn't the motherboard you are referring to.
(Uses an Intel ICH10R. Part number Intel 82801JR)

So there you have it. Your Southbridge chip is overheating.
What to do about it?

Put a Heatsink on it for passive cooling. Better yet put a small fan on the Heatsink, and make the cooling better. (Dynamic cooling)

Here are two examples of a chipset cooler,

Motherboard problems??

If all the peripherals are working in other machines then it sounds like the chipset or the bios itself would be suspect.

Did anyone Flash the bios with an upgrade?

I have a motherboard that the northbridge is affected. All components seem to work fine except no USB ports or CardBus work.
