You will need a machine that still works that you can connect this drive to.
Assuming it has an IDE interface set the broken drive as the master with the little jumper and connect it to the secondary IDE controller as the only device on that interface. When you start the machine go into the BIOS settings and make sure the drive is recognised.
If it is then continue to boot the system and see if you can copy your files. If not then try putting the disk in the fridge or even the freezer for an hour or so. Then reconnect it to the PC and try again. You may only get 5 minute bursts where you can copy files before it warms up again. Sometimes in humid conditions condensation on the circuit board can be a problem. If so you can put it in a plastic bag but you still need to make sure the body of the drive is earthed to the pc somehow. This trick is described all over the place and may people find success with it.
Depending on how valuable the information is to you, you could take the drive to a data recovery expert. I made enquires about this once and I think the charge was over $750 but I expect that would vary hugely probably in either direction.
