If it is a two handle tub valve, then more likely no. But if you want to be sure, get into shower, a nice hot one and then have someone flush the toilet you will find out real quick.

Newer tub faucets have a anti-scald feature. It normally looks like a piece of plastic dial just above or below The tub handle. It could be that your water set too hott and he scald valve shuts off the hot water only
What state is this? Each code varies slightly within states. More than likely, your inspector is right. There are guidlelines we have to follow as to where and how (toilets especially) tie into the sewer. You may still be able to tie your toilet into this line, but in a different spot. It is much too complex to be able to walk you through the steps. Many inspectors are not very accommodating to a homeowner trying to do their own work. Without visually seeing the entire system, I doubt anyone will be able to help via the internet. Due to the complexity of the plumbing codes, I would highly encourage you to see if a plumber would be kind enough to just look at it for you, and offer some suggestions. I believe what you need can be done, but perhaps just not the way it is done right now.
If so, I can see why an inspector might have a problem with that. Commercial cooking appliances, *especially* really old ones have next to NO safety devices on them. There might in fact be NO safeties on this thing at all. This means that if stiff breeze blows out the pilot light, it will keep letting gas into the room until something blows up.
This is much less of a concern in a commercial setting where: a) there's always going to be lots of ventilation and b) the gas supply is more than likely going to be interlocked with a fire suppression system.
If he's asking for documentation, it could also be because he's looking to make sure that the gas line & venting are sized correctly. If you're running natural gas, then 1/2" black iron should be sufficient for the gas supply if you're within 50 FT. of the meter, but it also depends on what else you've got tied in. Bumping the gas line size to 3/4" is what I'd probably do anyways
Without more info, there's little else to be said except that arguing with inspectors is like arguing with cats, but less rewarding. :)
