Yes! This is a simple thing to resolve. Some windows system files are currupt; files responsible for the boot process. You have to reinstall the operating system (windows)system and make sure you select the "R" option, i.e. press "R" on your keyboard when prompted. That way you will not loose any files, only windows will be reinstalled.
If cannot do this yourself, get some fried who can to help. It is actually a simple process.
