I tried to remove rivets, no luck. I used WD40 to lubricate replacement foam and slipped it over the big plastic caps. Hard to start but worked well, foam did not tear, all fixed.
I'm not sure if you can repair it, but you can cover it.

bugaboo have a 2 year warranty you can't fix that problem you will need to replace the handle go to www.buggypitstop.co.uk they may have second hand handles.
On Ebay, if you type in Bugaboo on the search field, there is an item called Stroll-air that covers the handle bar. I think it's made of neoprene (like wetsuits) or something that looks like it.
