This can be a bad internal by-pass.(Inside the plumbing header) So all the water is going past the heater but it still has water pressure to start and will boil the water in the heater. this usually is more described as a banging rather than a poping. If it is just a poping it could be something much worse in the way of a bad heat exchanger. If you break down the top of the heater you will be able to see the wet on the exchanger pipes. If this is the problem depending on the age of your heater it may be time for a new heater.

The heater is set at 32 degrees but only blows cold air the water bottle is at the right level and the fan runs

Sounds as if your Thermostat is faulty and remaining in the closed position, pop it out, boil a kettle of water drop it into the hot water and check if it is opening.
If it does open then your problem most likely is a dirty heating system and it needs to be flushed.

Question posted under Bosch tankless.
Question says 'tank'
Brand, model, and type heater unknown.
Elements mean electric.
'Thermal cutout pops when taking shower produces cold water' indicates tankless, since tank-type would maintain some hot water.
No error code might indicate tank-type.
Add a comment with type, brand and model number of heater for possible assistance.

Explain why there is spluttering sound when water is sprinkled on hot oil

Hello. When water is sprinkled on hot oil will sputter because the oil is at a temperature near or over 100 degrees C or 212 degrees F. This is the temperature where water boils. The sputtering that you hear is the water being boiled and creating steam. When the water boils and becomes steam, it expands extremely fast. This creates a "bubble" in the oil and the bubble "popping" makes the sputtering sound.

Sounds like it could simply be a corroded battery terminal. Check your battery terminals and if loose, dirty or corroded, remove and clean with a heaped tablespoon of baking sod in a dipper of hot, (not boiling) water.. Then clean the inside of each terminal and the battery post (or what ever connection is used) with emery cloth or a wire brush. Check battery water, top up if necessary, re-fit terminals.Note: Remove negative first and when re-fitting terminals re-fit postive first.

Crackling and popping sounds when you heat up food

thats normal water expanding and boiling off from the microwave boiling those tiny water pockets in food... sounds like popcorn sometimes.
Cover your food with a paper towel to avoid spatter on the ceiling of the microwave when this is happening.
