the 3 beeping sound means that the camera has low battery capacity. the lens is stuck out because there is incorrect battery connection. there is an option on the camera setting for the battery type. try this one:
-turn the camera on
-click on Menu button
-select options using left/right, up/down button
-select Set up 2
-Select Battery type
-Select Alkaline for non-rechargable
or Ni-MH for rechargable
-click OK button
this setting should be done when using camera for the first time and whenever you are switching battery types, from rechargable to non-rechargable and vice versa.

I saw this same problem, and was able to fix it completely. The issue is that the outer ring of the camera lens cannot spin all the way to deploy lens itself. For some reason, the camera turns itself off if the lens isn't positioned properly. To fix it, you want to manually turn the outer ring with your fingers to "help" the camera move the lens. Put it in a setting that uses the lens, and turn the camera on. Quickly hold the outer ring when it comes out and spin it to the left (or whichever way it is spins when you turn it on) until it doesn't turn anymore. The camera should stay on now.
If this was your problem, then you may have an issue with zooming now. I'm guessing the camera's lens motor isn't strong enough to turn the ring on its own, so get used to using your hand to turn the outer ring when zooming in and out. But after helping it zoom in and out for a while, it seems to slowly be able to work on its own. Try turning it on and zooming all the way in and all the way out again, without helping it. If there's a problem while zooming, the camera will turn itself off. Once it works on its own, it may make a little rattling sound when zooming, but that's better than no camera at all. i think you should take the battery out then hold the power button for ten seconds then put the fully charged battery back in if it doesnt work go back to the store and have them look it over.,
