There's a problem with your video card...i suggest your bring that to the service center to fix that problem...cause the laptop is highly sensitive component..

Dell latitude d510 has no power

Please check out the following steps to confirm the real issue:
1. Take the battery out of the laptop & try to turn on the laptop using power adapter only. If the computer turns on, then the battery is defective & needs to be replaced.
2. Make sure the power adapter is not defective. Test the output voltage of the power adapter using a voltmeter. Compare the voltmeter reading to the nominal value written on the adapter or the laptop.
3. Make sure the DC jack is not loose or broken. A loose DC jack will need to be re-soldered. A broken one will need to be replaced.
4. If you have another processor which is compatible with your laptop's model, try swapping processors & test to see if the laptop will work.
5. The power button could be bad
6. The motherboard could be defective & needs to be replaced.

I think the most likely cause is that your dell charger is broken, just try a new charger to test:

My dell Latitude D510 starts up, but the screen remains black.

Check the lights on the power LED. If it is steady green and there is no display then your computer is clearing POST, and there might be a Video card or screen backlight issue.
However, if the light is blinking green or amber etc then its a post issue and you will need to get the computer checked by a hardware technician.
Thanks. If this was helpful, then kindly rate me.

Dell latitude d510 cannot recognise harddrive

Doesn't sound good. A bad cmos battery can cause symptoms like this (small battery inside the computer to run the clock when it is off).

Although I am afraid it is probably more like the BIOS is corrupt. Which is what is called in a bricked state. You may find info on the Internet for tricks for trying to get it unbricked, but they don't always work. :(

Restart always

sounds like a reload of the operating system, and or your hard drive is corrupt. See if it will boot into safe mode (F8) on startup. You can also run diagnostics on it by holding down the FN key when you push the power button and see what happens.
