check with your local Police or Fire department. There isn't a national bicycle serial number registry. Only if the previous owner actually registered it with the local Police or Fire dept will there be a way to check if it is stolen. Police regularly have auctions of lots of bicycles that have been recovered but have gone unclaimed because the owners never registered them.
Unfortuantly the pro-82 is not a trunked scanner, it's only a vhf/uhf scanner and cannot pickup trunked systems. You need to replace it with atleast a pro-95 to pick up trunked systems. If you need your manual for the pro-82 follow this link.
i am uncertain what country you live in... but if you stop in at the police dept. fire dept or health unit in your area they will be more then happy to help you make sure the seat is fitted properly and safely.
Most police depts run car seat clinics several times a year.
