(This solution applies to your other stated problem, that apparently deals with this computer also)
HOWEVER, there is a procedure that must be followed, when installing a printer for the first time, on that computer.
The software MUST be installed first, THEN the printer is attached to the computer, (Computer off), and after Windows is running, the printer is turned on.
If you attach the printer first, and THEN when Windows is running, load the software, you will get a driver conflict.
When a device, (Printer in this case), is attached to a computer for the first time, Windows will 'break it's neck' to find suitable drivers for the device.
If THE drivers are not there, Windows will match up one of it's thousands of generic drivers.
Windows: "Which drivers do I use. These or THESE?"
[ Driver: A small piece of software that allows the Operating System, to 'communicate with a device.
Windows XP and Windows 7 are two examples of an O/S ]

It could also be that the USB port you are plugging into is bad.
Try a different one.
What is the manufacturer name, and model number of the printer?
How are you trying to install it?
