Question about Craftsman Garden
Your needle valve under the float jet in the carb is stuck.
You need to pull the carb apart and clean the needle valve under the float.
With it in the stuck open position, your gas will flow to the carb air intake and flow out onto the deck of the mower.

Your motor is pooched. Oil is not supposed to come out the exhaust. It indicates a worn out motor or something broken inside like a piston or compression rings. Or possibly someone has put half a gallon of oil in it instead of half a quart and it's well overfilled?

Maybe it's a stuck float valve or a bad float. Had a similar problem on a TORO rider but that turned out to have a pin hole in the brass float, it filled up with gas and let just about the hole tank through the muffler. I changed the brass float and still running to this day! Note: your float may not be brass if it is a newer machine it will be plastic.
