I solved this problem myself by Googling B&Q TE103 timer and downloading the B&Q instruction manual for the TE103 which I have printed and also saved to my computer so this does not happen again.

Open following link to identify timer and download manual
To set current time, press and hold clock button while pushing hour and minute buttons.
Then release clock button
