This type of fault is usually caused in the screen bias circuits, or in the blanking circuits. It is also possible to have this symptom from a short or a resistive leakage inside the electron gun of the picture tube.
A TV is a fairly complex device using many hundreds of various electronic components. As it ages from use and age its reliability will decrease. Especially with older sets, it is very possible that when you service the set there could be other faults shortly after.
