Have you checked the power connecter at the back of the monitor?

is it the whole PC that is flashing on and off or JUSTr the monitor?

the F8 key when turning on a Windows based PC, will only take you to a screen to choose how to start windows, in Normal mode, safe mode, or commandline mode.

none of this helps a flickering screen.

try and change out the data cable (VGA cable, blue screw in plug) and the power cable if possible.

Clean and resolder all four round inductors, check the caps, replace them if they have bulging tops (even slightly bulg). Check the transistors (c5707) for shorts. See pictures here: http://s807.photobucket.com/albums/yy352/budm/HP%20F1703/

I have to push the on/off button multiple times before it stays on

This model has bad solder works on the four inductor on the inverter board, please see my pictures here, make sure to remove old solder first and clean the inductor wires real well before soldering.

I just changed my tower and now my hp pavilion is going to sleep

I assume you have already try with other PC with the same result. You may have bad solder joints on the four inductors in the inverter circuits. Service manual: http://www.eserviceinfo.com/downloadsm/40333/HP_F1703.html

Hp pavilion f1703 blue monitor power button flashesw/ dark screen

Have you tried connecting this monitor to another computer, even a laptop. This would tell you whether the display is bad or the video card is the culprit. I suspect the monitor's power supply is dying. Taking it to a pro for repair should cost @55.00. Buying a new monitor @ $100 - $125.
