If you are referring to an installation cd / driver cd then you will have to go to My Computer > your CD drive > and find the setup / autorun file, and double-click on it to make it manually start.
otherwise there could be a problem with the cd itself, or your drive. it would be rare that the OS would impede the operation of your CD drive, but even that is possible. if other CDs work, then try to launch the one that wouldnt work, manually, using the instrustionc above, and also, try that cd in another computer if you have one.
