Had tried a master reset & master clear, but the telstra splash screen for both startup & power off still display. Have tried a firmware upgrade but the same thing. The only thing could do was remove the animated telstra gif's and pictures from the phone, but now it just displays a blank screen with only the sound

How to disable the Windows XP Splash Screen / logo at startup ?
To disable the Windows XP splash screen (logo) at startup, and to see the list of drivers loading at startup, follow these steps:
Click Start, Run and type MSCONFIG
Click the Boot.ini tab
Under Operating Systems section, select the appropriate entry and then enable the /SOS switch in the Boot Options section below
Click OK and close MSCONFIG utility.
The corresponding entry in the Boot.ini file is automatically added. Example given below:

I had this same issue on my 930. You need to edit the bitmap with paint and make sure the dimensions are the exact same as the splash file. Rename the new splash screen with the same filename for the old startup screen and delete the old. That should fix it
You may have to send in for service. A bad screen normally is not a good sign. Sorry. If you are sure that the updates have been downloaded your only other option is: Trying a full master reset:
