Most likely it is the drum cleaning blade. One indicator of the drum cleaning blade going bad is that the black lines will get worse as you run multiple copies. So if you make 10 copies for example, the last copy out will be streaked worse than the first copy out. Drum cleanig blades are about $30 bucks plus whatever your local service guy charges for a svc call.

Clean the optical mirrors on the scanning side and also remove the drum and clean a mirror beneath. Check also the drum condition and replace if necessary.
open the document lid. Check to see if there is white-out on the glass platen where the document rides across the scanner. Some units require the white roll to be taken off.
sometimes a black mark on this platen can leave black streaks on copies made on this machine, and even when they send to others.
Try to clean the platen glass.
Drum cleaning blade has gone bad. Especially true if the streaks seem to get progressively worse as you run multiple copies. In other words run 10 copies. If the last one out is worse than the first one out it is the drum cleaning blade. Cheap part...around $25
Sounds like a worn drum unit primarily the cleaning blade on the drum is failing. If you don't change it out soon the dirt escaping from the drum and dirty copies will foul-out you fixing unit, = more $$.
This can be anything from something on the glass to charge corona dirty, laser dirty, drum or blade or fuser rollers need to be replaced. For the average person, the best you can do yourself is to make sure glass is clean. Question..... do you get this line if you're printing also? If yes then that would eliminate the glass and has to be something inside. If no, then look very carefully at the glass and long skinny glass on top, if it has that, for white out or something on the glass. Sometimes you won't even see spot unless you look at just the right angle. Good luck. Please rate this if it helps.
You probably have some build up on the glass, which happens if you use the auto feeder most often. Alcohol type cleaner will remove with a very softcloth. One small dot will look like a long streak on a feeder, much like a streaked fax. The other issue is the photoreceptor belt has nicks or is dirty eaither way it needs to be replaced. Try the cleaning first and you may have to look hard for the small dots built up on the glass.
It probably has several issues - optics dirty, and drum, and blade failing. I would also imagine that even the Solid "blacks" aren't as black as they could be, and that would be the developer. This machine is in the 17 year old range, and I wouldn't spend dime on it
