Inside most machines there is a capacitor that looks like a big black battery with two leads coming from it. If this is faulty it would explain that lack of agitation and spinning. To test, first disconnect power to the machine, then discharge any potential energy in the capacitor by placing a screwdrive or other metal object across terminals of capacitor (don't touch the metal during this procedure, capacitors can give you quite a jolt). Then use a multimeter to test the capacitor for continuity and potential. If you dont have a multimeter capacitors are relatively inexpensive and you could just replace it. Hope this helps.
