Question about Intel PGA478 Motherboard
That is a Bios setting, Del key at startup and thorugh the menus (every mother board has a diffent bios) there is a setting that tells the computer to start up if it detects power

If you're replacing a motherboard then the new motherboard has a jumper across the on/off jumpers. If this is used board then check to make sure the on/off jumper pins are not shorted. If OK boot up and go into BIOS. Make sure that any line stating Automatic Turn ON is off.
