Monitor lamps keep blinking although the modem line works fine and hard reset cannot help.

The lights will blink indicating activity. Much like your HDD, DVD/CD drive light blinks with activity. Correct me if I am not understanding your question, "monitor lamps". Has this been happening for a long time, just started? How many years have you had the wireless access point? If you reboot the device does it complete the self-test?

The Power(Blue) LED of PAP2 flashes continuously after turning it on. I am not able to hear anything when I connect analog phone to "Phone 1" jeck of PAP2. I really appreciate if somebody can fix...

A Blinking Power LED means that the firmware is corrupt. Try holding the reset button for 30 seconds and letting it go through its reboot cycle.

Linksys router not turning on

First check your circuit breaker or fuses to make sure all are operating. Sometimes a power outage results in a line spike that burns out electronics.

If you are certain that you have power to the receptacles, then you masy want to try to put a claim into your power company for replacement of the electronics.

No dial tone on headset 2

If you have a regular phone, then connect it directly to the Vonage phone router. Be sure and connect to the correct port on the router (mine has 2 ports, and I use both, but a single line subscriber would only hook to Line 1).
See if you get a dial tone with the standard phone hooked up (we are testing that the Vonage is good.first, then we'll deal with the Uniden phone.). If not, what do the light's indicate on the Vonage router? Have you subscribed to Vonage? Do you have a cable between your router and the Vonage router?

Reply back back what you find and I can help you more.

Can't call home phone

Make sure your the internet is working fine on the router. If it is, you need to call vonage and have them activate the phone ports of the router. The phone ports on the back of the router needs to be registered first through vonage. That should do it.

Vonage does not work with D-Link router

If you plugged a telephone into your D-link router, unplug it - that can not work!
You have to plug your vonage router (WAN port) into the D-Link (LAN port) and connect your phone to one of the LAN ports of the vonage router.

If you do not need the wireless capabilities of the D-Link, you can simply take that one out and only use your vonage router.

If you need more help, I would need more details form you:
Which vonage adapter are you using?
How is your setup (i.e. modem -> D-link -> vonage & computers)
What connections are you using (wire/wireless)?

You can also find help here.
