Have same problem, turn key and does not crank

Run time counter works and idiot light illuminates. Has a new battery (one week old). Good oil level. I think it is a interlock problem. Can also pull PTO knob and here it engage and disengate when push. Took voltage a starter solenoid when key turned to 'START'. the when this occurs there was only 6VDC at terminal.

Take the PTO switch apart and clean the contacts.
Glue the bottom cap back on and give it a try.
There are contacts inside that will cut all power to the starter from the ignition switch.
It worked for me.

It is very possible that your battery cables are corroded or too small - this is a common problem with MTD machines, they cut costs by using cables that are marginal at best. i suggest replacing the battery cables, then you know that you're getting full battery power to the starting system. then you can check other things if that doesn't solve it. first rotate the engine by hand, sometimes the starter gear gets stuck in the flywheel. check the solenoid, pull the white [or yellow] wire from the solenoid, run a jumper wire from that terminal to the big terminal with the battery cable attached to it, it should crank the engine. if it doesn't crank, replace the solenoid. sometimes, there's a relay in the wiring harness that fails, but rare
