Make sure that the browser has pop up blocker disabled.
Also make sure that the security settings are at the medium level at the browser properties/ options.
We may also have to check the firewall settings in the system. If you have a third party anti virus software. Kindly check the settings in the same and make sure that the pop up settings and the browser settings are not set to high level.
You may also want to try downloading with a different browser like Mozilla/ Opera/ Google chrome/ Internet Explorer

You can download drivers ans manuals for HP products from the HP website. Go to http://www.hp.com/support and click on the map of the USA.
On the next page, click on United States (English)
Under "Support for your prducts" either click on "Download drivers and software" or click on "See support and troubleshooting information"
In the "For product" box enter the model number of your product and click on the arrow to the right of the box.
You can now click on the item that you want to download.
