Put it on a dedicated circuit(meaning only item on this breaker) with a minimum of 20 amps @ 120 volts

Fan didnot work bat the fan its good

Uses a fan delay switch. Temperature of coil has to be around 20*F. before fan can come on.
This usually happens when defrost problems occur.

http://www.turboairinc.com/TB-Service/Service%20Manual%20%20-%20April%202008/TSF-49SD.pdf

go to this site and check out the service manual. I guessed at the unit you had as you did not include the model number.
You can also go to turboairinc.com and search for more info if you need to.

Hope this gets you your answer.

Unit will not go into defrost.

There is a good chance, if the defrost timer is mechanical, that you can rotate (nudge) the timer to see if it get's going.

Most commercial refrigeration does not use a defrost thermostat, and a lot of it does not use a heater (they use a hot gas bypass valve and pump hot gas through the evaporator, rather than through the condensor.).

Let me know if you need further help.

duration about 20mins for the size you have described.
defrost stop temp should be 20 C
recovery time about 10 mins

so pls consult manuals and rest parameters.
