Hi...

When you power up and no video made sure that you monitor cord plug directly to your video card not on the motherboard.

Usually if you have new installed video card the on-board video was automatically disabled. So check your monitor cord and plug it to the new installed video card.

Will not display windows XP from a Compaq tower with a Sempron 3500 cpu. Is the vidio card on the cpu too powerful for the monitor?

If the monitor has power, and is turned on, there should be a display. Have you checked your video driver? Do you have another monitor you can connect your computer to? If so, go to My Computer, right click, on the menu click on properties.
The look for the hardware tab and click on device manager. See if any of the devices are showing a trouble icon, especially the monitor and video areas.
You can download your video driver from the compaq support website if you need an updated driver.

Screen is black. Power lignt is on. Mouse works.

Does it make a difference in Safe mode? Its Possible that your monitor or vidio are out of range Safe mode (f8) on botting will boot with the bare system settings, if safe mode works then reduce the resalution, Color and Possibly the monitor refresh rate

Display

the moment you power on your system strat tapping F2 key
you will get a system setup screen if you dont get it as suggested before connect an extrnel monitor then press and hold Fn key and while holding it down press F8 it will toggle the display
if you get a video on external monitor LCD needs to be replaced
if you don't then its either systemboard(if video card is integrated)
or the video card
provide me your system's service tag located at the bottom pannel of your system, turn it upside down you will find a bar coded sticker which has a 7 digit alphanumeric number
i will be able to provide the best resolution
