Fiskars makes more than one model of paper trimmer. I have no idea which one you own.
Therefore, I suggest you contact Fiskars Customer Service (via a telephone call) and discuss the problem you have experienced with a member of the Customer Care Team. Evidently there is a burr/dent along one or both of the blades that is causing it not to close all the way. Just take a fine metal hand file and lightly file the area of the dented blade on the bottom of each blade, the sides of the blades that face each other. When you do one blade, just flip the trimmer over and do the other blade the same way. That should eliminate the problem and let the blades close all the way again.
Most likely, the heads are either damaged or are too clogged up to spin. First, try disassembling the blades and cleaning them out thoroughly. If this is not the problem, you may need to change the heads. Remington suggests changing the heads every 12 months. You will find these for model R-650s at shaveroutlet.com. See link below

Your Craftsman Tree Pruner is a 1993 model. Sears no longer sells the replacement blade. The pruner was made by Fiskars for Sears. Check out their replacement blade Fiskars # 9333.
I am trying to get something from Fiskarcrafts.com on the rotary cutter that you have. I will let you know when and if I get something. Also you might check out their website, sometimes they have online help.
