"card cannot be used" says even on new card

I turn on my camera and it says "card cannot be used", I tried to format the card and even change with new but the problem remain same.

how old is the camera and what size is the card? older cameras (made before around about 2 years ago) cannot recognise the newer, bigger (2GB+) cards.
