bootloader usually happens when you have the phone connected to something and are in the process of downloading/uploading but prematurely disconnect the wires...
there is no way to fix this, it is required that you get a new phone
if this happened while verizon wireless was flashing your phone with software, they should give you a new one as a courtesy (CLNR device)
you could take the phone to the store and they may attempt to flash the phone, but this works very infrequently
