Does your machine make any noise(humming or slight whine)? If so then something may be seized, try spinning the tub by hand, if it moves then it may then be the motor itself is seized. Test power(with ac 120v meter) at motor, which should be located underneath the machine, just under tub.If you have power right to motor, then it is very likely that it is your motor. If no power to the power, then something in your selector switch has malfunctioned; continue to follow your power supply until you find the short.
They way they work is during the drain time the tub is supposed to be locked, then the timer is suppose to have a built in 10 second pause to the power for the motor , where the tub unlocks to spin as you have see in the slight movement its unlocking. If the timer doesnt pause the power to motor its not unlocking and i highly suspect the timer needs to be replaced
The most common problem is the lid switch. with a screw driver in hand open the lid and press down on the lid switch. sometimes the mounting screws will crack the switch housing and the striker can't move the actuator far enough. I am interested in the clicking noise, as this could indicate a pump issue or a sock seizing up the tub.
sounds like you have a broken lid switch on the washer, maybe someone slammed the door or placed or stood on top of the washer, a broken lid switch won't allow washer to go into spin mode is a safety device so if is on spin cycle an someone sticks their hand it the machine stops an not breaks your hand.

Is the lid open? ............Also the lid switch can be faulty!! The lid must be closed during operation. 3. Is there excessive sudsing? Always measure detergent. Follow manufacturer’s directions. 4 If you have very soft water, you might need to use less detergent.
Sounds to me like the lid switch can be faulty!!Then it acts like the lid is open. Huuum
Check to be sure inner tub is not spinning freely on spin tube. It can be noisy when this happens. When it's spinning and stops it may continue spinning for a bit when this happens. You usually need to replace spin tube, because the tabs that key into drive block for inner tub break off. Also replace drive block.
Try and help it to spin in the spin mode.. if it moves.. sounds like a clutch problem ..IF NOT... you may have something like nail, screw ect... binding the spin tub from moving.. get a flash lite do some close checking inside the spin tub
