Fan always runs, speed doesnt change (low/high), setting humidity level doesnt impact...is this a control board or circuit board issue?

Verify the humidity reading with another device. Perhaps the humidity sensor is dirty or bad.

Another possibility is the switching device that runs the compressor and fan is shorted. If it's a mechanical relay, the contacts may have welded together, or if it's a solid-state relay, it's got a punch-through or meltdown in a device junction. My guess is it's a mechanical relay since you mention it used to click on and off and now you don't hear that. The relay may be on the control board, or it may be mounted separately - I don't have a photo or diagram of the inside of your model available.

We just bought a house with a beautifiul Hampton Bay ceiling fan, however the remote is missing. Consequently, we are unable to use the fan. Is there any way to determine if the fan is operational?

Try Home Depot. They sell Hampton Bay fans. They should have replacement remotes.
Here is one that Amazon sells. If you order oline, check to see if your model number is
what the remote will control. Also return policy of the seller if it doesnt work. May be easier
to go to Home Depot with a picture of the fan, or model number if you can locate it. Remember
that you will still have to figure out what settings to set the switches to that control the channel
the remote works on. It's do-able.

Hampton bay ceiling fan stopped lights work

you can test the light switch by temporarily hooking up the light bulb to where the fan normally goes ....the bulb will only work on the highest speed setting but can prove if the switch is bad or not . turn power off before woking in there ... if you know someone with a volt meter then they could quickly test the switch for you .. they can also test the motor for continuity .. .. most of the time the trouble is simply bad connections inside the wire nuts ... like insulation not skinned properly or wire not in the wire nut properly ..you can remove and inspect each connection (power off of course) ... sometimes there is a seperate power line for the fan and light ... so they can be independently controlled externally ... thats not needed when the pull chains are the only off on method ...

I Have a hampton bay ceiling fan mod. 523 342,

if you have connected power directly to the fan motor and it doesn't turn...replace the fan.  However, also check the switches on the fan as you may have bumped them.

Remote control stopped working

Under the dome (where the electrical connections are) is the receiver unit for the fan. It could be that it is no longer working. Also the remote may have dip switches to change the frequency channel (sometimes located behind the batteries) check that these have not been changed or check they correspond to the receiver unit on the fan.
