Try first unplugging the appliance power cord, or tripping the circuit breaker, to disconnect power for ten minutes or so.
If that does not clear the error, then F03, or A3 on Hotpoint dishwashers means Wash thermistor open/short circuit, the thermistor must be replaced. If you have a Kenwood or a re-tagged washer , E3 still means bad thermistor. This time E3 is displayed.
