In my opinion, you may want to rethink this strategy. Although building the table yourself will be less costly and provide you with satisfaction, it is not a good idea. In my opinion, even the cheapest made tables on the market may cost similar to what you would spend on materials and will still be constructed better (no offense). Ping pong tables are very difficult to construct properly and require a lot of skilled work. To stop this much rust - go to any hardware store and buy (I forget the exact name) a "paint" called Rust Stop. It will stop the rusting and turn the existing rust into a hard black surface that you can then paint.
