I just moved into a different house, had to change out the plug on my dryer to a four prong plug.  Now it seems that the dryer is too hot to the touch on the top and definely on the back of the dryer.  What could be wrong?

my dryer gets hot just by plugging it in. Does not have to be turned on and gets too hot to touch and a glow emits from th back.

One or more of the blower duct overloads are malfunctioning allowing your temperature to go way past the set point.

Check for clogged vent. Vents will clog midway and if vented to the outside of a house, there is a plastic cover that usually gets covered with lint that gets wet and dries to a hard mask.

Usually with your indications it is something with the blower fan. So hot ar is not sent from the heating elecment to the drum. BUT before you start ordering parts, check the simple things first. Check to make sure that the dryer vent to open from the machine to the outside. That would also restrict air flow and cause your indications.

Whirlpool estate electric dryer model teds680eq1 starts spins heats up then quits 15 minutes later

The operating thermostat has probably failed. When the dryer haets up, it gets too hot and the high limit thermostat turns the machine off. After it cools down, it will start, again.

More than likely, the belt is broken. Otherwise, the drum motor is shot. (That's not very likely though).
