There are basically three ways to unlock the Screen Lock on your iPod:
The most obvious and will not work for most people (or else you wouldn't be visiting this web site). Simply enter the 4 digit combination/pass code at Extras > Screen Lock.
Connect your iPod to the first computer it was synced with or the computer set as the primary one in iTunes. Open the iTunes application, then disconnect your iPod from the computer, and it should no longer be locked.
Use this final way only if the first two options do not work for you because it is a destructive process. Everything on your iPod will be erased. This should not be a problem if you have all of your songs, videos, and other media stored in iTunes and you can synchronize once again after getting the iPod unlocked. - you have to restore it through iTunes... No harm done, you'll just have to re-sync all of your stuff, and re-jailbreak if you've done so already. basically, your Touch will be like it was out of the box, no worries.

Power off the device (Press and hold the Sleep/Wake button for a few seconds until the red slider appears, then slide the slider. Wait for the the iPod touch to turn off.
Press and hold the Home button while reconnecting the USB cable to iPod. When you reconnect the USB to iPod, the device should then power on.
Continue holding the Home button while iPod starts up. While starting up, you will see the Apple logo.
When you see "Connect to iTunes" on the screen, you can release the Home button and iTunes will display the recovery mode message:
Restore and it'll download ~240mb firmware and you're done
