When my washer is filling with cold water only it just dribbles in. It takes about 1 hr to fill the entire washer. When I fill it with warm or hot I don't have the problem.

Make sure that you have good flow at the wall outlet first. Second, remove the cold water hose from the back of the washer and clean the screen filter there.

If the above doesn't help then you probably have a bad valve inside the machine.
