Rainbow vacuum not sucking up dirt (by 2 users)

I had my rainbow serviced in June before moving to Japan. It has worked great but now it is not picking up very well anymore. I remember the service tech telling me a inner portion should be removed the round metal brass looking piece, and cleaned. For the life of me cannot figure out how to do it! Any suggestions if this is the actual problem or how I get it to start working again.

I think he was talking about the separator. It has a nut holding it on, remove it then it will pull off. It is mounted on the motor shaft, right in the middle, on the bottom. Take it off and clean with water using a small stiff brush.
