If you check the seat's manual, you'll find that it says somewhere in it that children should never wear bulky/heavy jackets or clothing in the seat.
If you have to loosen the harness for it to fit, the jacket is too bulky to be safe...if you're in an accident, the fluffiness of the coat will compress, causing the straps to be too loose - you child would be thrown forcefully against the loosened straps (danger of internal injuries - much greater risk than in snug straps, which keep them from starting that fast whip forward) or even be ejected from the seat because of this.
The easiest solutions we've found are to either:
*take the coat off when you get to the car and put it back on, backwards, after the harness is buckled
*use blankets (over the harness, again) instead of dealing with coats
or *do a quick search for car seat ponchos - fleece ponchos made for car seat use...they're not hard to make if you'd rather not buy one.

Remove the large bar holding the bottom plate. One side will have a plastic retainer which you just move to the side and pull the barr all the way out from that side. There is a rear leg that you can pull down and back which will make the seat sit more upright. Remove the strap (it is one solid strap) and be sure to save all the parts if you plan on giving it to a needy family when your child outgrows it. The center clip is easy to remove, turn the seat upside down and find the metal retainer and pull it up, turn 90 degrees and feed it through the hole and pull on the other side. Now you should have a strap/clip free seat that will be a "seatbelt positioning booster seat".
