All modems and routers have a very fine hole either at the back or at the bottom. If you insert a pin into it, the device will be reset to factory defaults. try it. it may work.

When you save above at&t usb modem I don't have anything above that... it just says generic modem / router problem.
Please let me know what make / model modem we are talking about here and I will definitely help you out.

The sim card is same as in a phone, if you enter the pin code wrong 3 times, it will ask for a PUK code, to get the puk code call the phone service provider / sim card owner company to get the code. If you can't enter the PUK code into the computer, then take the sim card out, and place it in a phone, in the phone you can turn it on and enter the Puk code. Then set a new pin code. After that is done and it works, place it back into the usb modem and write in the pin when asked.
If you enter the puk code wrong too many times the sim card kills itself, and you will need a new sim card from your service provider.

Have you tried calling AT&T and asking them for the unlock code? Write the down IMEI number from the USB modem, call up ATT's customer service and request to have it unlocked.
If you go on ebay there are all kinds of unlocking services available; however, to avoid getting ripped off (a lot of these services are questionably legit) I would call AT&T first.

You can, but it is a slow process at the moment. You have to purchase an unlock code and load it to your phone. Below is a link to a company that does it, but they note that you need to be prepared to wait 5 weeks, as it is a slow process right now.
