Hello,
It sounds like the motor is locked.

Take the bottom panel off and unplug the unit.
You will see the motor in the front. Put a screwdriver in the fan and try turing it. If it feels like a lot of resistance, keep trying to turn it. If it doesn't turn after a few minutes, then the motor needs to be replaced.

sounds like a sticky or broken valve. these units have electronically operated valves to control water flow. its very likely that one of these has failed.
