If the compressor is running - the suction pressure should be 65-75 psi - if it is very low - not enough freon - if it is very high - the compressor valves could be damaged - both will cause this

if your pressure is 65 psi and the unit does have r-22 - you need to check hi press side - should be 225 -270 - if this is low - compressor valve problem - if hi and low side is normal there could be some type of air flow problem - fan blades dirty/ coil dirty - if this is a heat pump - problem could be in reversing valve - only other thing i know of is the wrong freon type could have been put in unit - you would have to start over with freon charge and put in the correct amount as required on unit data plate
