Your RF gain control needs to be turned all the way up to be able to receive signals and if you are on one of the HF bands like 40 meters or any HF band the squelch control needs to be all the way off! You do not use squelch on HF! When on VHF or UHF then you would rotate the squelch control just to the point that the background noise stops and go no further. Higher squelch settings will only block weak signals and your radio will be deaf! Squelch control rotated just to the point the background noise stops! NO SQUELCH ON HF. Turn the squelch all the way off on HF!
1. Be sure sure that your squelch is adjusted properly. While scanning, turn the SQUELCH control down slowly until scanning stops and you hear a hissing sound. Then slowly turn the control back up until scanning resumes. That will set a proper threshold level for the frequencies you're monitoring. 2. Be sure that signals are not blocked in your area. Topography plays a large part in VHF and UHF radio reception. A hill, a tall building, even a thick grove of trees can prevent a signal from reaching your antenna. 3. It's possible that there was just no traffic on the five freqs while you were listening. 4. Be sure that the frequencies you've programmed are assigned in your area. 5. Does adjusting the squelch make the scanner stop? If so, you likely just don't have the active frequencies for your area programmed into the scanner. For a comprehensive list of your area's active freqs check with databases such as RadioReference.com and CityFreq.com
L16 Disc coil needs adjustment, Audio is slightly off, and improper noise to DC squelch level detect used to stop scan on active channel. Set to an on freq signal like a NOAA weather channel, and useing a non-metallic tool, adjust to best sounding audio, probably less than a half turn either direction. An on freq signal moduated by 1000hertz, connect scope to speaker and adjust for highest undistorted recovered audio would be better if you could.
