Will not dial out on pulse on one line, works on second line

try changing phone to tone dialing . one phone line has been setup for Decadic dialing and the other line may be setup for tone dialing.
If tone dialing is working on one line but not the other then get phone company to change the dialing type on the phone line.
Dual tone multi frequency is the technical name for tone dialing and is more efficient than decadic dialing or pulse dialing.

There seems to be no option to activate speed dial. I have read the user manual and would like to think I'm not this stupid. Also it seems that I can only have 5 ring tones AND I can only use them for the...

To get a form of speed dial and caller ID to work, ones must have all contacts entered into the phones storage AND sim storage. Order of contact entry is in direct relation to the "speed dial" numbers. Then on phones menu screen, hit DIAL, and then a 1-3 digit number followed by the # sign. Another screen will come up with contact name and phone number that resides at the number you entered. There will be two pictures of phone receivers numbered 1&2. Push which ever one for the sims you have activated and your call will be made. It is almost just as easy to simply remember the number for the person who is so important to call so quickly. For caller ID-contacts in both phone and sim storage AND the number MUST BE ENTIRE #. This means area code, international code, etc. No solution for the lack of ringtones that can be USED at a time. Possibly if one can delete out set tones by accessing the phones engeneering or factory mode by entering in the required codes, the lame tones could be replaced by your desired ones. All info from

HP officejet all-in-one...keeps saying phone is off of the hook and will not give me a dial tone to fax. Is there a particular setting I need to check ?????

The very first thing to check with a fax machine is that the line itself is OK. The possibilities are much greater that there is a problem with the LINE and not the HP itself.
Hook up a regular telephone to the fax line, disconnecting anything else that may be on the line. If the telephone doesn't have a dial tone, call the phone company. If you DO have a dial tone, then maker sure that the phone line is connected to the correct port on the HP. There are two, usually. One is for the LINE and the other is for an EXTENSION (a phone that is daisy chained off the fax machine). If you have the LINE connected to the EXT port, it may give you this error.
If you have multiple items connected to the same phone line, try removing all of them but one regular phone, and see if you have a dial tone. If so, add the other items back, checking for a dial tone after each one. If one of them causes a lack of dial tone, replace or repair it.

The phone company may tell you that the problem lies in your inside wiring. I have seen that before. You can take your phone out to the telephone service box on the outside of the building. These usually have regular phone jacks in them. Disconnect the jack wire that runs into your house, and connect the regular telephone into the box itself. If you have a dial tone, then there is indeed a problem with the wiring in your building.

Trying to launch internet gives me error 680.

680 - There is no dial tone.

All versions of Windows are affected by this error.
No dial tone: There are many possible causes of a No Dial Tone Error.
First, try testing the modem's ability to detect dial tone and to dial by using HyperTerminal with the direct to COM port connect method - see Using HyperTerminal. If you give your modem an AT&FX1 command, and then a dial command, dial-tone detection will be disabled; if you still do not get dial tone, the modem may not be installed correctly (especially if it is a PCI or soft-modem); or the cable from the modem to the phone-line jack may be bad or installed in the wrong connector on the modem - try another line cord, and make sure you are plugged in to the LINE - not phone - jack on the modem. Plug a regular phone into the phone jack on the modem and make sure it has dial tone. The modem may also be defective. Many new modems come with an electronic circuit instead of the traditional electro-mechanical relay used to take the modem off-hook. Some of these designs are proving less reliable; often, they will be 'stuck' in the off-hook position, so unplugging, the plugging in the phone cord may give dial-tone. If this is the case, the modem needs repair or replacement.
If the modem will blind dial (x1), but not detect dial-tone otherwise, the problem is likely to be in the proper selection of the Country in Windows->ControlPanel->Telephony or in improper installation of the modem or lack of support for your country in the driver you are using. Check to see if there are updated drivers for your modem.
If the modem dials properly with detection (x3) in HyperTerminal, but does not detect dial tone when using DUNs, the problem may be DUNs (check for upgrade or re-install) or the proper setup and modem selection for the DUNs connectoid.
For Embarq telephone service customers, this error can indicate that you have a message waiting in your voicemail. Embarq changes the dial-tone sound to a "fast" busy signal when a new message is present in your voicemail box. This "fast" busy signal can confuse the modem into thinking there is no-dial tone present on the line.

Dial Tone - Number Dialed does not go through

The problem is possibly the keypad on the phone. Try another phone , preferrably a standard corded phone. If you still cannot break the dial tone, then the problem is with the telephone line (phone company)
