Poor game perfomance

-   My machine is a Dell dimension 8300 and i used to have a ATI Radeon 9800 and i could play CSS at minimal graphic option at like 70FPS constant and i just got the Warhammer online BETA and could hardly play it because of lag issues, so i bought the FX5200 because my mother board cant use PCI-E and i don't have the money for a new system.

i had a lot of problems try to get this card to work, e.g. when i tryed to run a game it the monitor would go black and flash "OUT OF RANGE" then when i re installed and updated my drivers it wouldnt let me have my resolution at 1024-768 only at 800-600 and then i re installed them again and every thing was going well until i ran CSS and got a max of 30 FPS and tried to run oblivion which i could play before but i was geting like 3 FPS.

is it just the card or is it a problem i can fix?
