Since either one is not working id say the clock assy is bad. we replace alot of btm oven baking elements ., but your clock is what sends power to the bake elements . so suspect clock. not a cheap repair

Possibly a tripped thermal fuse. Should be located behind the panel in between the upper and lower ovens. Might have a red reset button on it you can push down. If it clicks and then works again, look for possible cooling fan problems.
Problem is usually caused by a door switch (on most ovens either upper or lower) going bad, or not being activated. On some ovens, can be caused by a bad thermal protector - usually the one on/near the magnetron.
Hello, Their is a high limit thermostat that has tripped,on older model and on some newer models it has a red button on it that can be pushed in to reset it.Other times once it goes out it must be replaced. For the upper oven its behind the control panel,for the lower its behind the grill between upper and lower oven

cdkd, there should be a TC0, on the back of the oven. Thermal cut out. You want to check to see if it is open. You will have to pull the oven out enough that you can remove the back panel cover and check it. The lower and upper oven should have one. It's a very cheap part to replace. If this TCO fails, no heat. Check this first before buying a new board. Catriver..post back.
