Picture having accross white lines and blur (by 3 users)

I am using Compact digital camera Casio EX-Z4 about 2 years and it was ok since recently when shooting outside, the pictures have accross white lines and blur even using flash but when I shoot in the dark and use flash, the picture is Ok. When I make a shot video with it, the video is also OK. Please help me to solve this problem. Thanks a lot!!!
