Question about Panasonic Lumix DMC-FX7 Digital Camera

Power up problem

When I turn the camera on, it tells me that I have to "turn the power off then on again." It started a month or so after I got it and I have barely used it. No damage to it at all.

same as the person before me, every time I try to turn the camera on, it will zoom in and out (by itself) a few times, then ask me to turn it off and then on again. The only time it will remain powered up is if i put it in playback (picture viewing) mode. I've popped out the battery and memory card and put them back in, to no avail. unfortunately i bought the camera from a friend and have no manual for it.

Try resetting the camera. This is a fairly easy procedure which involves either going into your setup menu and choosing "reset," holding down the menu key for 5 seconds, or, removing the batteries for a few minutes. It may be that the firmware loading got corrupted and the camera just needs to be "rebooted," which is something that turning it on/off won't accomplish. But after which, you should have the camera reset to factory default settings.

Another tip is to go to Panasonic's website and look for firmware updates. Download and install them.

But it also may be underpowered batteries. So make sure you're using the recommended battery types. I recommend using high energy batteries designed for digital photography. Varta is a good brand. They are usually sold in camera shops, are long lasting (because they are sold in small quantities) put out alot of energy.
And, even though you think you've put in fresh batteries, underpowered batteries are just as bad. At the very least, make sure you are using Alkalines. Even better, batteries with a higher mAh - like around 2500mAh would satisfy the higher power requirements of your camera.

DSC-W150 SteadyShot says turn power on & off & lens pops in/out

I had the same problem with my Sony DSC-W150 camera. It turned out to have an easy fix. At the same time, press the power button and depress the shutter button halfway (the one you snap to take pics) as if you were trying to engage the autofocus without pressing the button down entirely. The lens will attempt to autofucus, which in my case was enough extra power to dislodge whatever debris/sand had clogged the lens. Hope this works for you!

LED Power light turns on, but nothing happens

If you've only had it 6 months then I would suggest you contact the manufacturer for a warranty replacement. Their warranty period is 1 year so see what they can do.
